Outcomes in human resource agency

Costing is highly important in business activity. Labor costing is an essential element in calculating the total cost incurred during performance of an activity. Generally, cost per output and outcome are important components in costing. Cost per output implies the total compensation in the factors of production for a particular amount of output. For a human service agency, cost per output would be the total labor cost per specific quantity output. This is an important phenomenon which is used to analyze the ratio between the productivity of labor in relation to the quantity of output.If the change were disproportionate to the percentage change in output, then the labor productivity would be lower. It would imply that the cost for production of increasing amount of output would be higher than the threshold with which the output increases. Such changes in units of inputs/labor would reflect the effect of the net changes in the worker’s compensation which relates to his producti vity. (Sparrow, Brewster, Harris, 2004) Unit costs will substantially cause upward shifts to the firm’s marginal cost and average cost curves. Increasing labor cost per output will then reduce the profits of the organization.Cost per outcome is the average change in the cost of programs over the number of the programs. It is obtained by dividing the total cost of the outcomes by their number. It is important in analyzing the change in the cost for the different outcomes. Outcomes in human resource agency could be the total number of activities and bunches of output produced/performed by the workers as a whole. For every outcome is a labor cost variable attached d to it. However, cost per outcome may be increasingly adverse for different outcomes when compared to the productivity of labor.Cost per outcome is important in studying the relationship between the labor costs involved in the outcome and the relative revenue implied by the outcome. It measures the efficiency with whi ch the total outcome benefit responds to the total labor. Children’s Pastimes Today and Yesterday

This article will show the differences in Children’s Pastimes Today and Yesterday We will attempt to show you the difference in raising children today from yesterday. This article will show how children are watched over more now as opposed to days gone by due to pedophiles and other issues. Children are not as free now as they once were. Children’s Pastimes Today and Yesterday Children today play video games, watch television or, if older, listen to music. Parents are afraid to let children out of their view due to pedophiles being so prevalent in today’s society. Children of yesterday would play outside with their friends, ride bikes, play marbles, or just socialize with their friends. Parents weren’t as concerned with what the children were doing as they were not likely to be in any jeopardy. Parents thought when a child was 12-13 they could watch their siblings while today’s parents choose to hire a babysitter to watch over their children when out. Even when parents go away for a trip they manage to check on the children daily since most cannot cook or take care of themselves.. When I raised my children, my son was able to cook, sew, wash dishes, laundry, and maintain a house, as well as his personal chores. His sister could dust, dishes, cook, laundry,, and more whereas today’s children are not able to function as they parents do not place responsibility on them as was done in prior years. I can remember some of the stories my father used to tell†¦one being delivering newspapers for spending money or to take a date out, etc. Children of yesteryear had a respect for their elder something today’s children do not possess or show. Today’s children want Children’s Pastimes Today and Yesterday everything handed to them and not to work for it as children did in the past.. In fact, today’s children demand things and children of yesterday managed to think about it and usually made arrangements to pay their parents back if they did not have enough to cover the item in question. I am certain that more could be said but anyone that raised children in the past as opposed to now knows the rigors of the differences in raising children.

Justify The Proposed Approaches Essay

My campaign has various links to the national campaign which has the same topic as mine. This campaign is called ‘reducing underage drinking; a collective responsibility. This campaign used the mass media approach and the community development approach similar to my campaign. In my campaign I have used three approaches and have embedded them into the creation of my campaign. These are the role of mass media, national campaign and involving health e educators. The first approach would be the role of mass media. As I have mentioned in a previous task, media can be presented in various forms such as through the television, radio, Magazines newspapers and billboards. I have chosen to use the media approach because I think it will be more applicable to my target audience. The age group that my campaign applies to are very knowledgeable in the world of media. Having our own twitter page gives our campaign the opportunity to be seen on a large scale, on an off change that someone coul d see our twitter account it could be very beneficial for them. However using the media as an approach does some with some disadvantages, such as not being able to teach vital skills. Using the media in our campaign didn’t allow us to go into detail and give the personal support that some individuals may need. Using twitter didn’t allow us to write much, only short sentences. This approach relates to the health belief model. The health belief model suggests that people will only seek help when they have to. Our target audience was forced to listen to our campaign as we were presenting it to them. But to them go away and search our twitter page because they needed help happens on their own accord, and has nothing to do with us. They will be seeking help because they believe that they may have been one of the teenage binge drinkers we aware talking about. The second approach is uses were the social marketing approach. Using this approach made me use my brain strategically to see if what I was doing in my campaign would had related to my audience. Using the social  marketing approach I decided to use an app to get some information across. Using an app was a good idea for my target audience. Most people in the room had an iPhone and were excited to hear that there was an app available. The excitement made people download it, hopefully the information on the app, and the help that is provided will have a positive effect on the adolescence. The model I used the theory of reasoned action. This is because my audience had had the intention to drink when they drink. But after my campaign and the information I showed them that intention changed. They now realised the problems that come with drinking at obsessive measures, and have changed their intentions to not wanting to drink. Now that the people who were in my audience have changed their intentions. According to the theory of reasoned action they will no longer be involved in drinking activity.

Frankenstein Essay Mary Shelley wrote the novel Frankenstein. The novel is also known as the modern Prometheus. Mary Shelley, her husband Percy and Lord Byron went to Lake Geneva. Lord Byron challenged the group to a ghost story. After that Mary Shelley had a dream which then made her start writing her ghost story. Her dream was of a boy which made a machine, a man, which showed signs of life. Mary then had the basis of her story and went on to complete the novel in 1817 and published it in 1818, in London when she was 18 years old. Another thing which influenced Mary in writing Frankenstein was Jean Jacques Rousseau, a French philosopher, writer and composer in the 18th century. She was deeply motivated by his thoughts and dreams. Her description in Frankenstein closely resembles her documentations of Rousseau’s wanderings throughout his days of exile. This probably gave her an idea of making the monster alone after her idea of a man made human machine. Also Mary knew that Rousseau abandoned his children to an orphanage which Mary disapproved of, but I think this gave her the idea of Victor abandoning his creation, this also happened to Mary when she was young and it also happened to Rousseau when he was young. They were both dreamers, yet outcasts and both found inspiration in loneliness and isolation. The novel Frankenstein is also called the modern Prometheus. The reason why the novels subtitle is called the modern Prometheus is because in Greek mythology, Prometheus was the titan who stole fire from god and gave it to man. Victor stole the secret of creation of life from god in a way because he created a being in the likeness of a man. He stole this ‘fire’ or power and bought it to man just like Prometheus did. Mary Shelley evokes a sense of horror when Victor Frankenstein says in (chapter 5): â€Å"It was on a dreary night of November that I beheld the accomplishment of my toils. † This was when Victor creates life, a being in the likeness of a man. ‘Dreary’ could be dull, gloomy and evil. She included the month of November to show that it is near the end of the year and it creates a dark setting. November’ is also a cold, dreary month. It is before December (the last month of the year) so it could mean before death. ‘Beheld’ is carrying out or something which you have already carried out. It can create a sense of dread because the thing being carried out could be an evil thing which was carried out. The word ‘accomplishment’ can be victory, creation or achievement. It could be victory or achievement of the creation of something evil which creates the dread. In this case it was the achievement of creating life. ‘Toils’ is the hard work and hard work is work which is done over a long time. So if it is work done over a long period of time, than it gives you the feeling that something wicked is being created behind all the hard work. The second link is that Prometheus was the one who made humans, just like Victor did from scratch. This had lot in common with the classic Prometheus; the dream and the creation of a new species; the disregard of limits. â€Å"I saw the dull yellow eye of the creature open; it breathed hard, and a convulsive motion agitated its limbs. † The point where the new being had started its life also creates a sense of fear. ‘Dull’ is gloomy, dreary, evil and deadly. Yellow’ is a colour most commonly used in dangerous and dreadful creatures for the eyes and body so it makes the monster look bloodcurdling. The words ‘open’ and ‘breathed hard’ give the feeling of something is going to happen, a feeling of tension and suspense because it is the first breath of another human created and we do not know what is going to happen. ’Convulsive’ is the jerky muscular contractions resembling a spasm. It can also be the sudden violent movement of rage. It gives us a sense of terror because of the sudden violent movement; you do not know what the monster will do because he is a new creation. Agitated’ is disturbed or trouble. His limbs were troubled and agitated. You can also see it as being in a state of anxiety and not being calm, vigorously shaking back and forth and being restless. It can mean that the monster was impatient and keen to do something. Shelley creates this sense of horror in chapter 5 by making us feel that the monster is an evil person by describing him ‘dull’ and ‘yellow’. Also it creates horror because the monster has sudden violent movements as soon as he is born and is vigorously shaking because of his distressed state. There are 10 elements of a gothic novel. These are: set in castle, which often contains secret passages and hidden parts. Some of Frankenstein is set in darkness and horror for example when before Victor created the monster; he spent nights in churchyards and charnel houses collecting remains of dead bodies in places of dark and ghostly atmosphere. Here Shelley creates the horror. â€Å"As I dabbled among the unhallowed damps of the grave† ‘Dabbled’ can be when you dip your hand or foot into a liquid. But it can also be when someone plays around with their work and experiment things. ’Unhallowed’ is the opposite of hollow, so it is something which is not empty inside. It can also be seen as someone treating something with disrespect or violating the sacredness of something, to remove something from the grave. ‘Damp’ is something which has moisture, a slight wetness on an object. This is related to the gothic element of a setting in darkness or castle. So here, Victor is playing around with the bodies, trying to get a perfect body for his creation when he is dabbling. You can tell it is a body he wants because unhallowed is when it is not empty, and the graves are not empty because they have dead bodies which could be slight wet because they are in the ground. He is raising a body from a grave in a dark graveyard to create a new life. This is how Shelley creates the dread in this gothic element in chapter 4. An atmosphere of mystery and suspense, were fear is often enhanced by the unknown. The terrible, gloomy weather creates suspense and are also metaphors for sorrow and distress. Some gothic novels also contain ancient prophecies which could be obscure, profound or confusing. It could be omens, portents, visions or disturbing dreams like when Victor had a horrifying dream foreshadowing Elizabeth’s death. He was dreaming of Elizabeth who was healthy, but it turned out to be his mum corpse who he was kissing. Shelley creates the sense of horror here when Victor tells of his dream after he created his creation. â€Å"I slept indeed, but I was disturbed by the wildest dreams. I thought I saw Elizabeth, in the bloom of health, walking in the streets of Ingolstadt. Delighted and surprised, I embraced her, but as soon as I imprinted the first kiss on her lips, they became livid with the hue of death; her features appeared to change, and I thought I held the corpse of my dead mother in my arms, a shroud enveloped her form, and I saw the grave-worms crawling in the folds of the flannel. † This was the horrifying dream which Victor had in chapter 5. He thought he saw Elizabeth in the ‘bloom’ of health. A bloom can be a blossom or a flower or a seed starting to grow into a bud or flower. The dream starts off in a cheerful manner, but the fear starts to occur after he ‘embraces’ her. Embrace is when you meet someone, shake their hands, hug them or kiss them. But when he went to ‘imprint’ the kiss on her lips the delightfulness was blown away. Imprinted’ is when you stick, print, dent, mark or impress something or someone. Here it is used as printing a kiss on her lips. ‘Livid’ is something becoming discoloured, purple, bruised, enraged or unusual. ‘Hue’ is colour, a shade or tinge of colour. The lips became discoloured and unusual; they had the shade and colour of death on them. Shelley starts to create the sense of horror here. ‘Features’ are the characteristics of something. It is something which makes up an object or thing. Elizabeth’s features are the limbs and all parts of her body like the nose and eyes. They all started to change. ‘Corpse’ is a dead body. ‘Shroud’ is a covering, blanket, veil or cloak. ‘Enveloped’ is when something encloses on an object or when something surrounds it, an attacking force. ‘Flannel’ is a soft light piece of woollen fabric. I think Shelley used this dream to show that Victor regretted making his creation. As soon as he made it, he abandoned it. The dream was probably trying to tell Victor that he had done something very awful. Also, as soon as the dream had finished and he woke up, the monster was standing over him. The corpse in his dream could be the monster and it could be a vision telling him that your creation will do the same to you; he will be pleasant to you at first like the ‘bloom of health’ but then turn horrific like the corpse and hate you if you turn away from him. It can also mean that Victor is Elizabeth, a lovely, determined man, but after creating the monster he turned heart-less and deadly like the corpse and it comes to hunt him. Supernatural inexplicable events, dramatic, amazing events occur. In Frankenstein, the monster is the supernatural being when he is created. High emotion, characters are often overcome by anger, sorrow, surprise and most often, terror like in Frankenstein the monster is very heart-broken as he finds out no one loves him, even though he loves many humans, so he becomes angry, distraught and lonely. Some gothic novels also have women in distress, threatened by a powerful, tyrannical male. They also have metonymy of gloom and horrors e. g. wind, rain, moans and howls. Terrible weather used by Mary Shelley for dread and horror in Frankenstein is an example of this. It was already one in the morning; the rain pattered dismally against the panes, and my candle was nearly burnt out. † This was at the beginning of chapter 5 when Victor finishes creating his creation. Shelley used dreadful weather (a gothic element) and the completion of Victor’s creation at the same time to create the sense of horror. The monster opened his eyes just after the heavy rain started to beating against the panes. ’Pattered dismally’ is when the rain patters on your window in a dreadful and cheerless manner. ‘My candle was nearly burnt out’. It tells you how dreadful the weather was. The candle was almost burnt out inside a room, and as soon as the candle was almost burnt out, the monster opened his eyes. Shelley used this in an obvious way to create tension and that dread of the horrendous weather and light being gone out from the room combined with the yellow eyes of the monster opening. The monster in Frankenstein is symbolic of many things. Misogyny is one of them. Victor left Elizabeth for his determination of learning new ideas and to feed his craving for knowledge and learning. We sat late. We could not tear ourselves away from each other, nor persuade ourselves to say the word ‘farewell! ’ It was said; and we retired under the pretence of seeking repose, each fancying that the other was deceived. † It is symbolic of Frankenstein (the monster) because the monster stopped the doctor from being with Elizabeth. It may be a symbol of science because it is repeatedly shown in the novel as an alternat ive way of understanding the world to that offered by religion. The monster is a warning against scientific progress. The creature represents this in both its power and its deformities (both physical and moral). The warning against scientific progress is shown when Victor creates a new being and all the casualties which occur after for going advance in science, like the death of Victors brother and Elizabeth, and the loneliness, isolation and being neglected causes the creature rage and sorrow, which after causes him to become evil. It may be symbolic of the parent child relationship. The monster grows up unloved, nameless and untutored-it is a moral lesson to parents about their obligations to their children. Shelly’s tragedy is similar. She lost her mother 10 days after she was born and grew up alone most of the time, so she could be making the monster symbolic of her. It symbolises destructive nature of dangerous ambition in psychological tale. It also considers the question of whether man is born evil or made evil by society, as we see in Frankenstein, the monster is born loving and caring, but the rejection of Victor and other humans made him loose his love and was made evil by society. Shelley uses the monster to symbolise those who have lost their freedom. His purpose is political. Frankenstein contains romanticism. The romantic period had an influence on Mary Shelley. This novel contains many elements of romance, but there are three main ones. These are powerful love, unreturned love and uncertainty of reciprocation. The monster had powerful love when he was born, he was not born evil. He loved Victor very much and begged him for the redeeming power of love. But Victor disliked the monster and abandoned him and his duty to look after his creation. This was unreturned love, the second element, where the monster loved Victor, but he did not give the love back. He held up the curtain of the bed; and his eyes, if eyes they may be called, were fixed on me. His jaws opened, and he muttered some inarticulate sounds, while a grin wrinkled his cheeks. He might have spoken, but I did not hear; one hand was stretched out, seemingly to detain me, but I escaped, and rushed downstairs†. ‘Inarticulate’ is someone who is speechless, who is not speaking clearly, and hesitating and mumbling. ’grin’ is a smile, smirk or a pleasant beam. ‘Detain’ is to hold someone, arrest or capture someone. You can see this as a non-evil side and an evil side. The negative way you can see this is the monster opening the bed curtain and fixing his eyes on Victor, as if he was going to do something to him. This is where Shelley starts to create the fear. His mouth opened to say something, he may have wanted to curse Victor or say something unpleasant towards him for creating him and then running away from him. His hand was probably stretched out to capture Victor and hold him a prisoner, before Victor runs away. I think that this is unreturned love. This is where the monster wanted to be loved, and he loved Victor. I see this as a non-evil side. The monster opened the bed curtains to wake up Victor from his horrific dream which the monster could see because of Victor’s convulsive limbs, he wanted to help Victor. His eyes were fixed on Victor because it was the first time he ever saw him properly and wanted to be loved by him. When he opened his mouth to say something, he probably wanted to say some compassionate words and then when he stretched his hands out, he probably wanted to hold Victor and hug him for creating him; for giving him life again. But Victor probably thought he was trying to attack him so he escaped, but I think that the monster wanted love which was not returned to him. An example of the third element is when the monster watched and studied a family of cottagers, he felt as if he was part of their family without even meeting them. Even after the cottager’s rejection, he still had hope that they would accept him. This shows the uncertainty of reciprocation, where someone is uncertain if something is going to be returned. In Frankenstein, the monster is the example of this, he is unsure if he is ever going to be loved. The Enlightenment was a very optimistic, yet realistic, era in history. It found people rallying for major changes to take place. The attitude of the Enlightenment was to question everything and think deeply about its meaning, challenging the importance and validity of tradition. In Mary Shelley’s Frankenstein, Shelley portrays ideas about progress, optimism, liberty, fate, happiness, nature, and the physical world in a manner that supports Enlightenment attitudes. The enlightenment age encouraged everyone to use reason and science in order to rid the world of barbarism and superstition. In Frankenstein, Shelley argues that Frankenstein’s role as an enlightenment hero, not only pulled him out of nature, but made him a slave to his creation, and that Frankenstein’s role as a revolting romantic failed, because he did not take responsibility for his creation and mankind must find a balance between the enlightenment and romantic ideologies. When Victor takes a moment to ponder upon a story from his youth, we get a glimpse at the Enlightenment view of fate. Victor recalls a time when he was fifteen and lightning not just split, but splintered, a tree near his house. A well researched natural philosopher just happened to be with him at the time, and when he explained the scientific concepts that had destroyed the tree, Victor immersed himself in the study of mathematics and the sciences related to mathematics. â€Å"As I stood at the door, on a sudden I beheld a stream of fire issue from an old and beautiful oak which stood about twenty yards issue from our house; and so soon as the dazzling light vanished, the oak had disappeared, and nothing remained but a blasted stump. When we visited it the next morning, we found the tree shattered in a singular manner. It was not splintered by the shock, but entirely reduced to thin ribands of wood. I never beheld anything so utterly destroyed. † ‘Behold’ is to see, to hold, to think or be felt. ‘Stream’ is the smaller part of a river. It is also used for something wavy or floating. ‘Issue’ is a subject, concern, problem, number or copy. I think in this quote it means rising. The ‘oak’ is a type of wood and also a tree name. ‘Dazzling’ is something shining or glimmering in your eyes, and lighting is the dazzling here. ‘Blasted stump’ is a blown and horrible base or remain. Shattered’ is something broken, devastated, crushed or traumatized. A ‘singular manner’ is a shocking, extraordinary way. ‘Ribands’ is pieces of material. So in chapter 2 Victor says about how he saw a wave of fire rise from an old tree outside his house. The tree had disappeared as soon as the lightning had struck it and all that remained was the base of the tree. When he visited it the next morning, the tree was crushed in an astonishing way. It was reduced to strips of woods and he had never seen anything like this before. The enlightenment encouraged people to use science and reason to rid of false ideas and beliefs. After Victor had seen this, a man of great research of natural philosophy was with him and he explained to Victor about electricity and galvanism (electricity produced by chemical action and in biology, galvanism is the contraction of a muscle that is stimulated by an electric current). Victor had never heard of these theories or ideas before about electricity. This was new to him and in future when he made his monster he used electricity from lightning to stimulate the body of movement. There is a small amount of dread and horror which Shelley has created in this quote. Words like vanishing, disappearing, shattered and splintered give you negative feelings of something happening. This can be the story of Victor when he just finished creating the monster. â€Å"As I stood at the door, on a sudden I beheld a stream of fire issue from an old and beautiful oak which stood about twenty yards issue from our house†. This can be Victor standing at the door when his creation is about to be finished and he saw a new body rising from an old body which stood about 20 yards from him. And as soon as the dazzling light vanished, the oak had disappeared, and nothing remained but a blasted stump. When we visited it the next morning, we found the tree shattered in a singular manner†. And as soon as the creature was born, Victor disappeared, the tree could be Victor, and nothing remained but the monster. When Victor visited it the next morning, the monster was traumatized and devastated in a shocking way because he was left alone at his birth. It was not splintered by the shock, but entirely reduced to thin ribands of wood. I never beheld anything so utterly destroyed† He was not devastated by being created again, but because Victor abandoned him and Victor could not believe he created a new being. This vision which he saw of the lightning could have been a warning to him not to go ahead with his ideas; otherwise there would be danger and consequences. The dream which he had in Chapter 5 after creating the monster, could have been telling him that he is now in danger and he has consequences for creating the monster.

The mountainous terrain and the rugged topography makes development activities complex. With an estimated population of 684,000 (2010), the country lacks work force and professionals in different departments. The country experienced an average GDP growth rate at 9% in the 10th FYP. The livelihood of the majority of the population of Bhutan still depends on agriculture and its allied group. The government has and will continue to play a lead role as Bhutanese economy undergoes major structural reform. Public sectors form the part of the companies and corporations that are owned by the government. The private sector includes all profit businesses that are not owned or operated by the government. The private sector in Bhutan is hampered by the size of the market, lack of infrastructure and financial instability which is why the public sector plays a dominant role for major economic operations. The operation of the Bhutanese economy is divided into three sectors namely primary sector, secondary sector and tertiary sector. Initially public sector was held responsible for the operation of all the three sectors but with the advent of modern Bhutanese economy, private sector plays a significant role in enhancing production and profitability. This paper briefs on the background of the public and private sectors in Bhutan, their contribution towards GDP, employment and social welfare. With the process of modernization, privatization is given more attention and government aims to strengthen the privatization strategy to generate more revenue, employment opportunities and expand the countrys economic operations. Background of Public and private sector. Public Sector. Public sector in Bhutan is the part of the economy controlled by the nation and is concerned with providing basic government services. Akin to majority of the developing countries, public sector in Bhutan includes education, health care, police, military, public roads, communication, etc. The public sector can be defined as: The public sector is that portion of society controlled by national, state or provincial, and local governments. (Investors word.com 2011) The Bhutanese economy is based on the unique development philosophy of Gross National Happiness initiated by the Forth King Jigme Singye Wangchuck. The Royal Government has played a leading role in the modern sector of Bhutans economy. The government has direct involvement in every developmental activity due to the shortage of local entrepreneurs and capital from the private entities in the country. The public sector overlaps with the private sector in producing or providing certain goods and services. In Bhutan almost every large organizations are under the ministries of the Royal Government. For instance: Ministry of Health, Education, Trade and Industry, Communications etcà ¢Ã¢â€š ¬Ã‚ ¦ are all public owned. Since the first Five Year Plan in 1961, the government has addressed the need for basic education other than monastic education. Education programmes were given boost in 1990 when the Asian Development Bank granted a US$7.13 million loan. Bhutans modern health care development accelerated with the establishment of the Department of Public Health in the 1960s and the opening of new hospitals and dispensaries throughout the country. Even today, Ministry of health is fully under public sector. Likewise, Agriculture sector, communications, major industries like Penden cement authority, Chhukha Hydro power corporations, Bhutan tourism Industry, Druk Air etcà ¢Ã¢â€š ¬Ã‚ ¦which forms the highest revenue in the country till date the public are under the public sector. The Private sector. The role of private sector is gaining more importance in Bhutan and the world as a whole. The private sector can be defined as: Part of national economy made up of, and resources owned by, private enterprises. It includes the personal sector (households) and corporate sector (firms), and is responsible for allocating most of the resources within an economy. (Business dictionary.com, 2011) The Bhutan Chamber of Commerce and Industry is a non-profit organization comprising of business community from all around the country. It was established in 1980 with the motto of developing and being responsible for private sector development. The BCCI provides linkages between the government and the private sector and works closely with all the government agencies, autonomous organizations, international organizations and donor agencies towards facilitations and promotion of trade and industrial development in the kingdom. (BCCI, n.d) Private sector development plays an important role in the economic development of the country. Various aspects of private sector development are addressed in different decision plans. During the 6th FYP, government adopted appropriate strategies and policies to recognize the role of private sectors. Government continued to promote an enabling environment (8th FYP, 2002) for the continual growth and to take greater share in the private sector during the 7th FYP. The 8th FYP general approach is toward privatization and private sector development. It mainly focuses on privatization of public sector activities by empowering various programmes like outright sale, partial minority ownership, management contracting, lease management and commercialization. (8th FYP, 2002). This will encourage private sector efficiency and profitability. The plan also focuses on enhancing the current level of activities and promoting new activities. Privatization was given due importance since the 7th FYP. Public enterprises were divested. The state trading corporation of Bhutan divested 49% of its shares, and the management of the company was given over to the private sector.(Development towards GHN, 2000.p. 28) Some of the examples of divesting programmes by the public sector to the private sector are as follows: Calcium carbide plant, gypsum, slate and coal mines was fully privatized. Sha slate mines in Wangdiphodrang, salt iodination plant in phuntsholing was also privatized. Tourism sector, hotels and transport sectors are successful private firms now. Public enterprises such as Druk Air, Hydro Power Plants, Bank of Bhutan, Bhutan Polythene corporation, Fruit Processing Unit in Paro etcà ¢Ã¢â€š ¬Ã‚ ¦could not be sold to private sectors as they were not financially strong and most of them lacked interest. (8th FYP, 2002). Therefore public sector will remain to monitor the large industries in the country like Power Corporations, Dungsam cement project etcà ¢Ã¢â€š ¬Ã‚ ¦because such projects are beyond the capacity of the private sector. Private sector also has a lead role to play in different ministries of the Royal government of Bhutan. For instances: Ministry of Agriculture private food processing units such as Agro-based industry in Samtse manufactures pickle, juice etc. Druk Seed Corporations has successfully been achieved. Ministry of Trade and Industry privatization of micro and mini hydel power plants. Ministry of communication- road constructions, postal services and forms of transportation like buses and taxis are privately owned. Ministry of Health- Private clinics are initiated to encourage doctors to work efficiently and maximize their earnings. Ministry of Education Private schools especially at pre-primary and degree level have become essential in shaping the countrys future. The main economic indicators of economic indicators in Bhutan are Gross Domestic Product, Gross National Income and International Trade. In table 1, the real GDP in 2011 increased to US$ 1500. The real GDP growth from US$ 125.3 million in 2006 to US$ 131.3 million in 2007 with the growth rate of 21.4 percent has also been recorded. With the average exchange rate of Nu.41.1 per 1 US$,(2010) Bhutans GDP is therefore estimated at Nu. 61650 in 2010. This mainly accounted to the revenues from hydro-power sector, tourism and construction of infrastructures in recent years development plans. The current account of balance of payment (% in GDP) is recorded at -4.3, 12.2, -2.2, -9.6, -7.2, -13.8 in the year 2006, 2007,2008,2009,2010 and 2011 respectively. The inflation rate based on implicit GDP deflator (base year 2000) decreased to 4.5% in 2010 compared to 8.0 in 2006. Public and private sectors contribution towards GDP of Bhutan. The public and private sectors work as the two hands of the Bhutanese economy. The contribution of both the sectors contributes to the nations capital formation. For instance, Public sector initiates various large economic activities like the hydro power which forms the major part of countrys GDP and the private sector take the responsibility in constructions of dams and micro, mini hydro power projects. Both public and private sectors are categorized into three sectors namely: From the above table 2, we can find that the tertiary sector has recorded the highest growth at 12.2 in 2009 followed by secondary sector at 4.1 and primary sector at 1.6. this is mainly because of the structural transformation and development in community and social services, communications and storage, construction and transport, manufacturing and financial service sector. The primary sector includes agriculture proper, livestock production, forestry and logging, mining and quarry. The overall performance of the agriculture, livestock, and forestry sectors improved during 2009. The forestry and logging sub-sector revived from its negative growth of 1.4% in 2008 to 3.9% in 2009. In 2009, primary sectors contribution contracted by 1.6% down from 2.5% in the previous year. Corresponding, its sectors contribution to real GDP growth declined 0.5% in 2008 to 0.3% in 2009. The secondary sectors share to nominal GDP also saw a slight decline from 20.7% in 2008 to 20.5% in 2009. This was mainly credited to the negative growth in mining and quarrying sector. The secondary sector includes manufacturing, electricity and construction. The real GDP in this sector declined from 5.5% in 2008 to 4.1% in 2009. This was mainly due to decline in manufacturing sector and electricity. The real growth in manufacturing sector dropped from 8.5% in 2008 to 6.9% in 2009. However, due to the construction of hydro-power and related infrastructures contributes, a positive growth rate of 16.1% in 2009 from 10.2% in 2008 was recorded. With the growing population and increasing literates, unemployment has become a fundamental problem in the country. About 50,000 school graduates and 19,000 migrants from rural to urban areas are expected to enter Bhutans labour market in 2002-2007, making employment generation, particularly in the private sector, an urgent need. (Bhutan country strategy paper, 2007). Most of the graduates look for government jobs in urban areas. This, coupled with the rural-urban migration, would mean that Bhutan will have to create around 14,000 jobs annually. The private sector will not be able to take all the job seekers. The limited entrepreneurial tradition and the high status accorded to government employment, together with generally inflated wage expectations (relative to the productivity level) make job creation a daunting task for such a small country. To meet this challenge, the Royal Government of Bhutan has set up many vocational training institutes to provide the job market with skilled workers in a wide range of trades. Although share of primary sector in GDP is gradually decreasing, agriculture is still the predominant sector providing employment to around 65.37% (NSB, 2009) of the labour force. The private sector is emerging as the important sector generating employment opportunities for the rapidly increasing labour market. Although employment data is weak in Bhutan, it is estimated that around 60,000 people are employed in the formal sector. Of these, approximately 22, 0000 are employed in public sector institutions (of which 14, 258 are employed in the civil service). This implies that around 60 percent of total formal-sector jobs are in the private sector. However, of the total 60,000 formal sector jobs, it is estimated that 50 percent are held by non-nationals. As the share of non-nationals in public sector institutions is likely to be very small the majority of these 30,000 non-national workers are employed in the private sector. The development of a financial market has a direct relationship to the growth of private sector. The private sector lacks capital. High rate of interest is charged on borrowings. Innovative forms of lending are limited and the existing collateral-based lending does not promote entrepreneurship. (Development towards GNH,p.86) Most private business is small and family owned but lack professional management. Job opportunities in private sector continue to be less attractive then the Royal Government despite the introduction of Chathrim for employment in the private sector. (Development towards GNH,p.86) Privatization is a new developmental phenomenon and requires a enabling environment. The pace of setting up a comprehensive and harmonious environment needs to be stepped up. Relatively small size of the local market. Lack of entrepreneurial expertise and experience. There is lack of entrepreneurial talent due to the very new nature of most private sector activities in Bhutan; Shortage of domestic skilled and unskilled labour. Lack of physical infrastructure and establishment site. Lack of competition. Difficulties in the development of the public sector. Bhutanese economy largely depends on foreign aids. The budgets for the development activities are received through grant, aid, debt and entire revenue of the country. The revenue of the country is very minimal to undertake developmental activities. Therefore, country is compelled to depend on public debts which in long run have to be paid with the interest and it affects the balance of payment. Bhutan has a rugged topography and her aim to maintain 60% of the area under forest cover makes regional development difficult. Rescheduling in undertaking the progress. The developmental activities in case of public sector are based on governments set of rules which leads to rescheduling and delay in progress. Lack of proper accounting and auditing in public sectors. There is no regular system and mechanism to provide public sector accountants with continuing professionals and training. Lack of skilled and unskilled labour. One-half of the population is considered literate with limited skills and experience. We have less number of technically trained professionals. Thus, the lack of adequate human resource has forced our private and public sector to remain technically backward leading to very slow space of progress. There should be improvement in the code of conduct amongst the civil servants. Procrastination is a common problem in various governmental agencies. There are neither updated reports nor specific data available. Proper working hour should be allotted and outcome should be studied for constant progress. Bhutans financial system is undeveloped and noncompetitive. It only offers very basic financial products and at a fairy high cost. Conclusion. The behavior of the public and the private sectors determine the success and failures of the Bhutanese economy. They are the pair of hands of the Bhutanese economy. Public sector is the part of the economy concerned with providing basic government services and private sector forms the part of national economy made up of, and resources owned by, private enterprises. Both the sector have shown rapid development progress in terms of economic and social welfare. Although at present the private sector in Bhutan is small and lacks absorptive power, the government places considerable emphasis on its role as the engine of Bhutans future growth. Huge employment opportunities are created due to new private firms and the existing markets in the public sectors. However, both the sectors are facing enormous problems in the development process. In order to improve the pace of development and to increase the GDP of the nation, it is recommended that the public and private sector work in harmony and frame policies such that private sector receives equal priority as the public sector. It is also recommended that the civil servants code of conduct be checked. Proper working hour should be allotted and outcome should be studied for constant progress. To improve the efficiency and the quality in the developmental activities, there should be more production of local professionals and skilled labour and implement ways to strengthen the existing sectors.

Apples culture and structure of the organization can sometimes constraint innovative thinking even if the technology is available, so culture needs to be shared by all and communication should be open. Public can sometimes doubt the effectiveness of some of the Apple products and expects a lot. This expectation can burden Apple a lot, so constant efforts have to be made to keep up the innovation. Apple sometimes tries to protect its reputed identity to increase their credibility and sustain itself, so it creates limits and gives responsibilities and lays down rules but innovation crosses the limits set by the organization. So instead of limiting its network, it should broaden it and manage all stakeholders effectively. Apple sometimes calculates the value of innovation in quantifiable terms like market share and profits and forgets things like reputation, leadership, talent, etc. These things neglected sparingly make the value of the firm so it should change the way it values innovat ion. Apple leads the customers rather than following them, this can hurt their company in the long run. So customers should be given utmost importance. Apple may have diverse workforce but overtime their thinking will start matching this may hurt the innovativeness of the company. Apple tries to make all its products look quite similar, this stops the creativity of the design innovation. Apple itself is its biggest enemy so it manages innovation effectively. Microsoft were not going to work on the internet idea until now but they did this made our life so much easier. Apples market research is limited and this can hinder their organization as customer is the ruler and not Apple and importance should be given to their needs. Despite a glowing reception by consumers and Apple loyalists, the product failed and the idea of a tablet/PDA/phone was not resurrected by Apple until a few months ago with their announcement of the upcoming iPhone. It was reinvented as a PDA which would be a complementary Macintosh peripheral instead of a stand-alone computer which might compete with the Macintosh. iTunes iTunes is a media player computer program used for playing, downloading, saving, and organizing digital music and video files on desktop or laptop personal computers. It can also manage contents on iPod, iPhone, iPod Touch and iPad devices. iTunes can connect to the iTunes Store to purchase and download music, music videos, television shows, iPod games, audiobooks, podcasts, movies and movie rentals , and ringtones. It is also used to download application software from the App Store for the iPhone, iPad and iPod Touch. iTunes has been criticized for not being able to transfer music from one portable device to another. iTunes was introduced by Apple Inc. on January 9, 2001. The Strategy behind iTunes Over the past decade, Apple Inc. has been extremely successful in formulating and implementing a coherent and focused strategic vision. Its success is evident not just in the companys bottom line results but also in its attractiveness to investors. Innovation has continued to keep Apple on the cutting edge of the consumer electronics market. One of Apples key innovative successes was the integration of its iTunes platform strategy with its overall vision of the company as a digital convergence company. Apple observed the flood of illegal music file sharing that began in the late 1990s. Music file sharing programs such as Napster, Kazaa, and LimeWire had created a network of Internet savvy music lovers freely, yet illegally, sharing music across the globe. By 2003 more than two billion illegal music files were being traded every month. While the recording industry fought to stop the cannibalization of physical CDs, illegal digital music downloading continued to grow. With the technology out there for anyone to digitally download music free instead of paying $19 for an average CD, the trend toward digital music was clear. This trend was underscored by the fast growing demand for MP3 players that played mobile digital music, such as Apples hit iPod. Apple capitalized on this decisive trend with a clear trajectory by launching the iTunes online music store in 2003. In agreement with five major music companies-BMG, EMI Group, Sony, Universal Music Group, and Warner Brothers Records-iTunes offered legal, easy-to-use, and flexible à   la carte song downloads. iTunes allowed buyers to freely browse two hundred thousand songs, listen to thirty-second samples, and download an individual song for 99 cents or an entire album for $9.99. By allowing people to buy individual songs and strategically pricing them far more reasonably, iTunes broke a key customer annoyance factor: the need to purchase an entire CD when they wanted only one or two songs on it. iTunes also leapt past free downloading services, providing sound quality as well as intuitive navigating, searching, and browsing functions. To illegally download music you must first search for the song, album, or artist. If you are looking for a complete album you must know the names of all the songs and their order. It is rare to find a complete album to download in one location. The sound quality is consistently poor because most people burn CDs at a low bit rate to save space. And most of the tracks available reflect the tastes of sixteen-year-olds, so although theoretically there are billions of tracks available, the scope is limited. In contrast, Apples search and browsing functions are considered the best in the business. Moreover, iTunes music editors include a number of added features usually found in the record shops, including iTunes essentials such as Best Hair Bands or Best Love Songs, staff favorites, celebrity play lists, and Billboard charts. And the iTunes sound quality is the highest because iTunes encodes songs in a format called AAC, which offers sound quality superior to MP3s, even those burned at a very high data rate. Customers have been flocking to iTunes, and recording companies and artists are also winning. Under iTunes they receive 65 percent of the purchase price of digitally downloaded songs, at last financially benefiting from the digital downloading craze. In addition, Apple further protected recording companies by devising copyright protection that would not inconvenience users-who had grown accustomed to the freedom of digital music in the post- Napster world-but would satisfy the music industry. The iTunes Music Store allows users to burn songs onto iPods and CDs up to seven times, enough to easily satisfy music lovers but far too few times to make professional piracy an issue. Today the iTunes Music Store offers more than 8 million songs. iTunes is the largest music retailer in the US with sales exceeding 5 billion songs. Apples iTunes has unlocked a blue ocean in digital music, with the added advantage of increasing the attractiveness of its highly successful iPod player and other Apple products like iPhone and iTab. By entering the market early and firmly entrenching its brand name, Apple was able to leverage a first movers advantage with its iTunes Music Store. By 2010, the iTunes store had grown into the worlds largest music store. Apple was able to further exploit this advantage by creating a proprietary technology for the iPod which protected songs downloaded from the iTunes store against piracy. An additional element of this Digital Rights Management System was that no competing MP3 player could play songs protected by it. Hence, Apple was able to gain an important advantage over existing competitors and potential new entrants into the MP3 arena. Apple also was able to take advantage of its economies of scale in controlling the pricing of digital music content made available through its iTunes store. Music labels were very concerned about the impact of this new a la carte pricing model on their CD sales, but there was little that they could do to stand in Apples way in light of its enormous market share of MP3 players. By 2010, Apple held more than 70% of the U.S. MP3 market. Apple has also utilized this controlled open platform strategy to develop content for its iPhone and iPad product lines. The App Store was introduced to the world as a part of iTunes which already was a hit amongst consumers. Apple once again gained first mover advantage in this smartphone arena by being the first smartphone app outlet that made it simple to distribute, access, and download content directly to its iPhone. In addition, third party developers flocked to have their content distributed via the App Store despite Apples strict control over content. Apple reserved the right to refuse content and received 30% of all sales made through its distribution channel. Some would argue that Apple could gain an even greater competitive advantage in the marketplace by removing restrictions on developer access to its platform. The continuing restriction on compatibility with Adobe products is an obvious example. However, Apple has for at least a decade now been able to stave off the introduction of disruptive innovations by adhering to its strategy. As the market leader in consumer electronics, Apples future course may be rocky since competitors are vigorously working to create the magic bullet which will unseat iTunes dominance as the essential platform for distributing digital music, books, movies, TV shows, and other content. If Apple remains true to its platform strategy, this will be difficult for competitors to accomplish. iPad The iPad is a line of tablet computers designed and marketed by Apple Inc., primarily as a platform for audio-visual media including books, periodicals, movies, music, games, apps and web content. Its size and weight fall between those of contemporary smartphones and laptop computers. The iPad runs on iOS, the same operating system used on Apples iPod Touch and iPhone, and can run its own applications as well as iPhone applications. Without modification or a developer certificate, the iPad will only run programs approved by Apple and distributed via the Apple App Store (with the exception of programs that run inside the iPads web browser). Like iPhone and iPod Touch, the iPad is controlled by a multitouch display-a departure from most previous tablet computers, which generally used a pressure-triggered stylus-as well as a virtual onscreen keyboard in lieu of a physical keyboard. The iPad is sold with Wi-Fi and cellular models. The Wi-Fi connection is used to access local area networks and the Internet. Cellular models connect to mobile data networks with 3G or 4G in addition to Wi-Fi. The iPad was announced on January 27, 2010, by Steve Jobs at an Apple press conference at the Yerba Buena Center for the Arts in San Francisco. Jobs later said that Apple began developing the iPad before the iPhone, but temporarily shelved the effort upon realizing that its ideas would work just as well in a mobile phone. Apple did just that by building its Apple iPad around its competitive advantages, and as a result has seen tremendous success with tablet, maintaining its dominance in the technology devices market despite tremendous competitive pressures. A little over 6 months ago, Amazon took the tablet market by surprise and decided to enter into the space with its $199 Kindle Fire tablet offering. With that entrance many thought Apple would be forced to alter its iPad strategy because Amazon was offering a commodity-priced tablet that the lower-end of the tablet market might consider a sufficient substitute for the iPad, and that it also might challenge Apples dominance of tablet content consumption, as well. Rather than cave to pricing pressure from competitors like most companies facing similar situations would Apple did not budge. It knew its competitive advantages did not lend themselves to a price war. Instead, Apple stood strong and built a compelling strategy around its competitive advantages in the tablet space. Lead the race in research and development to ensure that the iPad Organ Donation: Ethical Arguments and the Law Organ Donation: Ethical Arguments and the Law According to Erich, (2004) â€Å"Organ donation† is defined as the taking away of tissue from one individuals body to let the transplantation of that tissue into another individuals body. Major organs for example; the lungs, liver and heart and kidneys can be contributed and donated, also parts of tissue for example the heart valves, corneas, tendons and skin can also be given. Organs and tissue can generally be removed from people who have recently died. In fact, since major organs for transplantation are taken out right after death and only a small number of people die in a way that allows them to donate organs. Nonetheless, kidneys and sections of the liver and pancreas can also be taken out for transplantation from living donors. In Australia, the donation of organs and tissue is a process that generally happens in a hospital operating unit. Erich, (2004) states that the transplantation of organs is now a highly recognized practice for those at risk of organ failure or suf fering from diseases which limits their life relentlessly. It is, however, the link between organ donation and transplantation that is significant for this discussion. The ‘major issue in the transplantation of solid organs is, according to Chapman (1992:48), the ‘availability of donors†¦ The number of organs available is not sufficient for any of the programs. Factors influencing the supply of donor organs thus provide the first indication of the nature of the social context in which organ transplantation is located. According to Erich, (2004) understanding this helps to explain the nature of individuals ethical responses to the process. We need to first acknowledge that the availability of donor organs is primarily influenced by a potential donor or donors family agreeing to donation at death. Moreover, a precondition of this agreement is the perceived desirability or at least the absence of its undesirability. This is another way of saying that the act of donating an organ must consciously be seen as ethically acceptable or not ethically acceptable. These factors, however, do not exist in a social vacuum but are mediated by a range of others that can be gleaned from the specialist literature on organ donation and transplantation. Such factors include the decline in road accidents which means less availability of donor organs, educated programs, bereavement programs for relatives of the donor, increased success rates for transplantation surgery, rising health care costs and government concern to promote transplantation units, awareness of, and pressure to introduce a policy of opting out of being a potential donor r ather than the current situation of opting out and so on. Currently in Australia, the level of organ donation is 9 organs per million people, half the rate of the USA and only a quarter of Spain, the leading proponent of organ donation. According to Lewins, (2001) Spain currently has the highest rate of organ donation in the world largely due to its commitment to improving organ donation rates throughout the countrys entire health care system. As a result, many other countries have drawn on aspects of Spains organ donation and transplantation sector in an attempt to lift their own rates selectively so in Australias case. Elements of the Spanish system that have been emulated by other countries include the national coordination of all aspects of the organ procurement and transplantation system, dedicated organ donation coordinators and transplant teams within hospitals, and presumed consent legislation. Lewins, (2001) states that transplant law in Spain operates under a presumed consent, or opt-out system. However, families must be approached and sign an authorization in order for the procedure to take place.   The uniform act provides for a more common form of recording a persons intention to make an organ donation: a donor card that may be carried in a wallet. States also allow this donor information to be imprinted on a drivers license. When a person applies for a drivers license, she or he has the option of including a desire to donate organs. Despite the simplicity of this option, it has not generated the quantity of donors that proponents of the procedure expected. Organ Donor Register of Australia Fellner, (2009) declares that in Australia, Organ donation is mainly revolved around The Organ Donor Register of Australia (ODRA), which is managed by Medicare Australia, and is Australias current major register of consent to organ donation and transplantation. It is a register of consent or approval for donated organs to be utilised for transplantation reasons only, and not for scientific reasons. The ODRA was created in 2001 as a national register of peoples want to donate. Subsequent to a review in 2003-04, the Australian Health Ministers Conference (AHMC) declared that the ODRA would be altered as of a record of intent to a record of consent. Each state and territory has different legislation to do with organ donation and transplantation, including commandments on consent for organ donation. With reference to McLean, (2003) not only is there not a Commonwealth legislation to do with organ donation, but there is as well no national organising body or agency with legislated authorities. As a consequence, legislation and directives of Australias organ donation and transplantation division, which covers a wide range of actions and procedures, vary across the country. While there is not any Commonwealth legislation concerning organ donation, there are a few general guidelines and protocols that are appropriate to every state. State and territory legislative frameworks in relation to transplantation are majorly based on the concept of informed consent. In the occasion of their death, people can decide to have consent for their organs to be taken. Where individuals provide their approval for their organs to be used and employed for transplantation use, this consent is then documented and recorded. This consent is now a type of legal accord that their organs can be used, if required, for transplantation. Though Kirsty, (2002) states that again registration of consent is not a lawfully binding decree. Under different state and territory laws, consent can be shown in a variety of different ways. For example, in New South Wales (NSW) and Queensland (QLD), donation may only continue where the deceased has beforehand given written consent. In Victoria, approval and consent can be given in writing or verbally at some point in the last stages of infirmity of the deceased. In addition, whenever there is no legal co nsent registered, the next of kin or close relatives and family are able to provide consent or approval for organs of the departed to be donated. When the deceased individuals family members cannot get in touched with, the states and territories vary with regard to the problem of whether or not they permit donation to continue. In NSW, Western Australia (WA) and Tasmania (TAS), when no consent was listed by the deceased and a next of kin cannot be made contact, donation cannot continue. In Victoria (VIC), South Australia (SA), Northern Territory (NT) and the Australian Capital Territory (ACT), where efforts have been made to contact the relative or family and there are no grounds to believe that both the family and the deceased would disagree to the deceaseds organs getting donated, and then donation can legally carry on (Kirsty, 2002). Although, whether or not an individual has shown their consent for donation, family members are consulted at all times (Kirsty, 2002). Donation cann ot happen when family members firmly disagree to such a process, even when the deceased individuals consent has been registered. It is therefore, clear that one can only consent to donate a part of ones body if it causes no appreciable harm or at least, if the harm caused is greatly outweighed by the resultant benefits. Another legal aspect in relation to organ donation is the selling of organs, which is illegal under the Uniform Anatomical Gift Act that was drafted in 1968. Though, a very good case has been made out for the organ being the property of the donor insofar as it is within his or her to dispose of it as desired, subject only to the common law. But, McLean, (2003) states that if the organ is something that can be gifted, why is it not something that can be sold and it is at this point in the argument that Parliament has felt itself bound to call upon stature law which has done by way of the Human Organ transplant Act 1989. The 1989 Act has two main functions. The first is to criminalise all aspects of financial trading in human organs and this includes being and selling organs from the dead as well as the living, the second is to regularise and control non commercial organ replacement therapy using living donors. As to the first, it is an offence for any person to make or receive payment for taking any active part in the transplantation programme. Those in favour of the ban would say that commercial donors are exposing themselves to unacceptable risk but, live organ donation is legally, morally and technically acceptable when it is conducted on a non commercial basis. Secondly, the ethicist will say that free, unfettered consent is impossible when it is associated with financial pressure, but the financial pressure exerted commercialism is no greater than the emotional pressure involved in free donation within the family. Thirdly, the process can be seen as exploitation of the poor by the rich, but momentary reward for any unpleasant form of employment is a form of exploitation. Lastly many people would say that the commoditisation of the human body is intrinsically immoral. Subsequent to the modifications made to the ODRA in 2004, the Australian Health Ministers Advisory Committee (AHMAC) has charged the National Health and Medical Research Committee (NHMRC) with taking on an evaluation of its procedure, Commendation for the Donation of Organs and Tissues from cadavers for Transplantation (1997). This evaluation also reflects on background documents from the Australian Health Ethics Committee and performed sessions and conferences with the appropriate groups and stakeholders. The new NHMRC plans, Organ and Tissue Donation following Death, For Transplantation, offer a guide to ethical standards in relation to organ donation. The guidelines are founded on the beliefs that; Firstly, the donation of bodily organs and tissues is a just act of unselfishness and human cohesion, Secondly organs and tissues for transplantation should be acquired in ways that: Show respect for all aspects of human dignity Respect and acknowledge the wishes, where known, of the deceased Give priority to the desires of the potential donor and kin over the benefits of organ procurement Protect all recipients from harm and Recognise the desires of all those directly involved, which take account of the donor, recipient, kin, guardians, friends and health experts. (List adapted from Erich, 2004) Thirdly, organ and tissues must be allocated according to just and transparent procedures and lastly, the decision not to donate must be respected and the family shown acknowledgment for the choice. The guidelines, in addition gives advice as to how authorisation of donation ought to be resolute to where there is no next of kin on hand, as well as offering ways to make sure that family members make an knowledgeable decision in regards to the donation of the deceaseds organs. But in ethical terms, whos to choose who gets to receive an organ and live? To decide that some people are less socially desirable than others and to allocate life saving resources on the basis of â€Å"social worth† has justifiably been in disrepute. According to Thomas (2006), there are three types of donation in relation to organs by living individuals to their recipients. They are, directed donation to a family member or friends; non directed donation, in which the donor grants an organ to the wide-ranging selection to be transplanted into the recipient at the peak of the waiting list, and direct donation to a stranger, where donors decide to give to a particular individual with whom they have no preceding emotional relationship with. However, each form of donation presents its own individual ethical concerns and issues. With directed donation to family or friends, uncertainties occur about the extreme pressure that can be put on individuals to donate, and those who are unwilling to do so to feel forced. According to Wroe, (2004), transplantation programs are usually prepared to identify a reasonable medical excuse, so that the individual can bow out gracefully. Equally significant, however, are situations in which people fee l obliged to donate in spite of the penalties to themselves. In cases like these, merely getting a hold of the informed consent of the relative is not enough; physicians are obliged to stop people from making possible life threatening decisions unless the likelihood of success is large. Non directed donation creates different ethical concerns. The essential unselfishness that encourages an individual to make a possible life threatening sacrifice for an unfamiliar person calls for careful inspection. With reference to Truog, (2005) a recent case involved a male who appeared mentally obsessed with donating all that he has, from his wealth to his bodily organs, saying that doing so was a great deal as the obligation as eat, drink, and breathe.After giving one kidney to a stranger, he speculated on how he could donate all of his other organs which would result in death. Other mentally suspicious motivations must be taken into consideration also, to prevent unnecessary deaths. Hence, after this dilemma society questions if the individual is trying to pay off for depression or low self esteem, in search of media attention, or harboring hopes of becoming occupied in the life of the recipient. Transplantation experts have the responsibility to evaluate possible donors in all these dimensions and forbid donations that provoke catas trophic concerns. (Truog, 2005) Directed donation to a stranger creates analogous ethical questions with a few extra notions. This kind of donation generally takes place when a patient advertises for an organ openly in public, on television or newspapers or online. According to Truog, (2005) such advertising is not against the law, but it has been solidly discouraged by the transplantation experts. Two major objections are that the practice is unjust and that it intimidates the outlook that the bodily organs are in fact a gift of life, and not a product to be bought and sold. On the other hand, the thought of transplanting the organs or the newly dead into the living makes some people uncomfortable. Transplanting organs from the living donor into the needy recipient often meets with other objections. With reference to Erich, (2004) three philosophical objections have been raised; Firstly, Capriciously removing a part of an organ not only is irrational but is â€Å"mutilation† and unacceptable. Persons are their bodys stewards and compelled not to treat their bodies in injurious ways. Secondly, Persons, since they are merely stewards of their body, are justified in removing a part of their body only by so doing they preserve the integrity of the whole. If however, a part is removed so as to the preserve the integrity as a whole, then, in the context of a stewardship, such â€Å"self mutilation† is not only permissible but, perhaps, since it promotes wholeness, mandatory. Thirdly, mutilation of the body by removing a part is impermissible for any reason, even that of helping ones neighbor, other than to preserve the integrity of the whole body of which it is a part. And lastly, the idea of totality to be preserved intact when a man dies persists. Deontological ethics Deontological ethics is too inflexible in its importance on duties, utilitarian ethics too keen to overrule fundamental human rights. Deontology and utilitarianism are both types of ethics referring to how one responds in a certain situation. Deontology is based on following a set of duties and sticking to these duties no matter what the consequences, whereas utilitarianism is based on choosing the best outcome over a short term and long term even if it means depriving people of basic human rights. According to a deontologist, ones actions must be determined by a set of duties regardless of whether the long term consequences are good or bad. According to Micah, (2005) a deontologist believes in human morals and that every human has certain rights which should not be betrayed no matter what the cost. For example, taking organs from an individual without their consent, even to save one hundred lives would be unacceptable to the deontologist even though the fact the consequences would be better on the whole. The biggest problem with deontology knows which set of duties to pursue; there could be a huge variation in systems between people from different backgrounds, different social classes, different religions and people from different cultures. Micah, (2005) questions as to how do we tell which obligation is the most important and which is the least? If the consequences of each are to be considered then this would make it a consequentialist view and not a deontological one. Single duty conflicts cause just as many problems such as two individuals imminently need a heart transplant but only one organ is available, a deontolo gist has a duty to save lives but on this occasion only one out of the two can be saved. For example, a case that was discussed at a recent public forum hosted by Harvard Medical Schools Division of Medical Ethics: a Jewish man in New York learned of a Jewish child in Los Angeles who needed a kidney transplant. The man wanted to help someone of his own race and resolute that he was willing to donate a kidney to aid this child. Regardless of his discriminatory preference, one may analyse the donation as acceptable, since at least several patients would benefit for example, the child would be given a kidney, and those under her on the waiting list would move up one) and no one would be harmed (those above the girl on the waiting list would not get the kidney under any conditions, for the reason that the man would not give it to them). Whether directed donation to strangers violates values of equality is thus controversial. But if it is acceptable, it will be very hard to disallow discriminatory preferences, since donors can just specify that the organ must go to a particul ar individual, without saying why. According to Mill, (2004), Utilitarianism is a theory that promotes the best welfare and the greatest good for the greatest number. To attain this objective, societys resources are shared so that the maximum number of individuals benefit. In the context of organ transplantation, patients desires are compared so that the greatest results can be obtained and the greatest use of a scarce resource can be made. Our use of organs from patients who initially are judged to be medically unsuitable as donors supports the utilitarian approach of expanding the pool of potential donor organs and providing benefits to a greater number of patients. The ending result, however beneficial, does not justify the use of unethical means. Medical utilitarianism is therefore subjected to principles that reflect deontological theory. For example the â€Å"Karlovian† transplant case is an example of the anti-utilitarian theory. In this made-up case, a doctor has to m ake a decision whether to take the life one of his patients in order to save four other patients by using the victims transplanted organs. In conclusion, we have questions whether or not it is reasonable to continue to assert that there, or should be no property rights in the human body, or at least in its parts. Modern medical reality might provoke a re-evaluation of this mantra. At the same time, we have emphasised the complexity of the very concept of property itself, arguably requiring the law to take a more sophisticated approach to individual rights in respect of control, ownership and disposal. Not only would this present an accurate foundation for Australias organ donation and transplantation scheme, but it would also permit for the widest variety of motivations for organ donation while not negotiating peoples capacity to create ethical choices in donation.
